Fame is not something you can level unless you taken it on character creation or awarded by Storyteller. 

​

Numina/Faith is limited to just 1 Specialty, you can't have both or more than 1 Numina power tree. It is not a mistake that first level is the most expensive one. This is done on purpuse to account for character creation and a fact that Gifted humans are not a very common occurrence, to unlock the power you need help of ST as well as pay 90 XP for getting the power on level 1.
