Backgrounds are special perks that help you shape your character.
There are shared backgrounds between all species as well as exclusive ones.
On character Creation you do have 300 XP to spend in Backgrounds.
Optionally that xp can be spent anywhere else as well.

CHARACTER ARCHETYPES
Character Archetypes can be chosen by characters (Except changelings, they have legacies)
Character archetypes give your character protection from certain stimuli that go against their characters fundamental nature
Archetypes are entirely optional but do add additional depth to roleplay and the use of them may present options you had not previously considered.
